I am a Professor of Political Science and Laurier Research Chair in Multilevel Governance at Wilfrid Laurier University. Between 2013 and 2023, I was a Canada Research Chair (Tier 2) and have more than 20 years of experience studying institutional and policy change in federal systems, with a particular focus on North America and Western Europe (including the European Union).
I am also a Fellow at the Balsillie School of International Affairs where I served (2022-2024) as the Coordinator of the Waterloo Political Economy Group (WatPEG) and a Board member and Secretary-Treasurer (2021-2024) of the Canadian Political Science Association (CPSA).
I received my doctorate (DPhil) in political science from the University of Augsburg, Germany, in 2008.
Most pressing public policy issues, from pandemic management over climate change to economic security, tend to cut across jurisdictions, requiring cooperation and creativity from multiple levels of government.
My comparative research contributes to elucidate how governments address such challenges. I am particularly interested in understanding how institutional resources (e.g. authority), processes (e.g. intergovernmental relations) and agency (e.g. political leadership) facilitate responsive government and sustainable policy outcomes.
Current research areas:
I am willing to supervise students who are interested in questions related to federalism and multilevel governance, as well as students interested in American, Canadian or West European politics more generally.
